Asbri Planning secures planning permission for storage unit, Llanelwedd, nr. Builth Wells
A planning application submitted by Asbri Planning for a general storage building and associated works at the Burger Manufacturing Company Limited’s premises in Llanelwedd was granted consent on 9th February 2012 under delegated powers. The permission was secured via positive discussions with the Local Authority from an early stage and a Highways concern being overcome. Asbri managed to obtain the permission with only two planning conditions placed upon the consent, aiding the Burger Manufacturing Company in being able to commence the development with minimal delay.
Code for Sustainable Homes update
Asbri Planning continues to offer a comprehensive Code for Sustainable Homes service to accompany the extensive range of planning work provided. Asbri Planning is leading a number of on-going Code jobs that are at various stages in the certification process, with many others forthcoming. Of late, Post Construction Stage certification has been secured for a 20 no. unit affordable housing scheme in Merthyr Tydfil at the former Vulcan Brewery site and an 8 no. unit affordable housing scheme on Boverton Road in Llantwit Major. Additionally, Design Stage certification has been successfully achieved for Caer Castell Place in Cardiff (20 no. affordable units), Ynysmeudwy in Pontardawe (15 no. affordable houses) and Glyncoli Road in Treorchy (9 no. private sale units).

Russell Street, Swansea
Asbri Planning and Hyde & Hyde Architects have just secured a planning consent for a contemporary block of 18 flats in the Castle Ward of Swansea; the development is intended to raise design aspirations of the locality adjacent to the city centre of Swansea.
Asbri Planning secure permission for a change of use previously refused
Asbri Planning submitted a planning application for the change of use of an A1 unit to an A2 unit in the District Centre of Gower Road, Sketty on behalf Parker Baker Letting and Estates Agents on the 29th September 2011. Prior to Asbri Planning’s involvement in this scheme a previous application for the same proposals was refused by Swansea County and City Council.
Following this, Asbri Planning were appointed and managed to secure a recommendation for approval. This was as a result of preparing and submitting comprehensive information including a Planning Justification Statement to support the application and close liaising with the planning officer. On the 24th January 2012 the application was granted full planning permission by Planning Committee.

Asbri Planning secures planning permission for the re-plan of residential development at the Old Bakery Site, Talywain, Pontypool
On the 5th September 2011 Asbri Planning submitted a full planning application for the re-plan of 15 plots at the Old Bakery Site, Talywain, Pontypool on behalf of Melin Homes. The development was granted planning permission on the 21st December 2011. Asbri Planning secured this decision was a result of continuous liaising with Torfaen County Borough Council planners. Asbri Planning completed a Design and Assess Statement.

Asbri Planning secure planning permission for the substitution of 25 plots at the Pencoedtre Lane, Barry residential development
On the 16th September 2011 Asbri Planning submitted a planning application for the re-plan of 25 dwellings at Pencoedtre Lane, Barry on behalf of Taylor Wimpey. Planning permission was granted on the 9th December 2011. Asbri Planning secured this permission within the target determination time period as a result of ongoing correspondence with the Vale of Glamorgan planners.
Asbri Planning secures swift planning permission for the re-plan of residential development along the Riverfront in Newport City Centre
On the 26th September 2011 Asbri Planning submitted a full planning application for the re-plan of 33 apartments, 2 flat-over-garage and 6 townhouses for 25 three bedroom townhouses at the City Vizion development at the former Robert Price Yard, Rodney Road, Newport on behalf of Taylor Wimpey. The development was granted planning permission on the 7th December 2011. Carmarthen Showground
Asbri have been successful in securing outline planning permission for a mixed use hotel and PFS scheme on land at the United Counties Showground in Nantyci, Carmarthenshire. The scheme was subject to intense scrutiny from both Carmarthenshire CC and Environment Agency Wales in relation to ecological and flood risk grounds. Asbri headed and managed a multi-disciplinary team which successful addressed all the technical issues raised enabling permission to be granted.
Great Western Crescent, Llanelli
Asbri has secured full planning permission for a mixed retail and residential scheme at Great Western Crescent in Llanelli for DBS (Wales) Ltd following a previous planning refusal on appeal. The development at the gateway to the town's railway station will involve the development of a ground floor retail unit and live/work apartments above, built to Code for Sustainable Homes Level 3. The scheme also was subject to review by both EAW and CCW in light of the recently completed Memorandum of Understanding relating to the water quality issues in the Burry inlet.

Asbri Planning secures swift planning permission for Photovoltaic Panels in the Vale of Glamorgan
Asbri Planning submitted a full planning application on behalf of Hendre Housing for the installation of Photovoltaic Panels on the roof top of the Hendre Housing Offices based at St. Hilary Court, Valegate Business Park. The application was 10th October of this year and planning permission was secured on the on the 10th November 2011 with only one planning condition attached. The application was supported by a Design and Access Statement prepared by Asbri Planning. The swift consent was ensured through ongoing communication with the planning officer.

Rose Row, Aberdare
On 17th November 2011, Asbri Planning were asked by Newydd Housing Association to undertake a Committee presentation to Rhondda Cynon Taf’s Planning Committee.
This was in relation to Newydd’s proposed development, at Rose Row, Aberdare for 100% affordable housing, comprising of 24 units – 18 apartments (2 of which are to be adapted for disabled persons) and 6 general needs housing.
Whilst the planning application had been written up for approval by Council planning officers as being compatible with the Local Development Plan for the area, it was known that objectors were to be present attempting to influence the Council’s decision on grounds of loss of daylight to rear gardens, car parking and highway issues, and over-development of the site.
In countering objectors who also spoke at the committee meeting, Keith Warren referred to the extant consent for 19 units on the site and emphasised that the relationship between the built footprint, amenity space and dwellings was in accordance with TAN12 design principles, with parking requirements also met. He also confirmed that the mix of units had previously been agreed as being compatible with the Council’s Local Housing Strategy/Need requirements and was supported by the Council’s Housing Department. On this basis objections were unfounded.
The Committee subsequently resolved to approve the planning application.

Asbri Planning secures planning permission and listed building consent for affordable scheme in Merthyr Tydfil
On Wednesday 16th November, Merthyr Tydfil Planning Committee resolved to grant planning and listed building consent for the retention and interior refurbishment of the Grade II listed Vulcan House, redevelopment of its rear wing to replicate original elevational styles and development of new-build units to provide total of 15 no. affordable flats. The project was designed for Wales and West Housing Association by Care Design architects and is being project managed by Bowen and Partners. Wates Living Space are the appointed contractors on this scheme.
The approval came as a result of extended pre-application and post-application discussions with the Local Authority, due to the listed nature of the development and associated sensitive nature of any redevelopment proposals. It was agreed with the Local Authority that the poor structural soundness and lack of architectural quality of the majority of structures on site enabled their justifiable removal. Vulcan House’s historic significance to the locality meant that its retention had to be prioritised, which was deemed possible despite its increasingly poor structural condition. It will therefore be converted into 5 no. flats including a disabled unit at ground floor. It was hoped that the rear wing extension of Vulcan House could also be rescued and reused despite its rapid deterioration, but extensive surveying and research by Bay Associates demonstrated that this was not possible so it will be demolished and rebuilt as an extension in a style that replicates the original elevational style. The rebuilt rear wing will accommodate 4 no. flats.

Recent news from the Asbri Swansea office
Asbri Planning, in association with Huw Griffiths Architects, have secured full planning permission for a new replacement dwelling on The Gower, Swansea. The contemporary dwelling and outbuilding conversion was supported by the LPA officers and will be built to Code for Sustainable Homes Level 4.
We have secured two planning consents for Persimmon West Wales at their Dale Road site in Milford Haven. All initial 168 units were approved, subject to a Section 106 Agreement, with a further 41 affordable units approved in a scheme in association with Pembrokeshire Housing Association.
Permission was recently gained for the change of use of the former Beaumont Hotel, Walters Road, Swansea to a house in multiple occupation. The site lies on the periphery of the city centre in an area which has traditionally had parking issues. Following discussions with LPA officers, the level of parking on site was agreed with colleagues from Asbri Transport, which enabled the scheme to be approved.

Asbri secure planning consent secured for care home and ExtraCare scheme in Worcester
Asbri has received confirmation that Worcester City Council have granted planning consent for a major scheme comprising a care home and ExtraCare facility on the site of the former Ronkswood Hospital on Newtown Road, Worcester.
The planning committee of Worcester City Council passed a resolution to grant consent for the major application pending the signing of a Section 106 Agreement, on September 10th. Negotiations towards agreeing the details of the Section 106 Agreement have recently concluded and the final decision notice has now been received.
It is expected that the scheme will lead to the creation of 100 full time jobs in various positions, and deliver much-needed investment to the local economy. It will also provide much-needed care accommodation, for which a clear demand has been established. Construction works are due to commence in late 2011/early 2012.
Code for Sustainable Homes update
Aside from a comprehensive planning service, Asbri Planning also undertakes Code for Sustainable Homes Assessments with four members of the team qualified as licensed Code Assessors. With two Assessors in each Asbri office in Cardiff and Swansea, Asbri is able to provide this service throughout South and West Wales and beyond. In September 2010 it became mandatory within Wales for all new homes to achieve Code Level 3 under the Code for Sustainable Homes, thus many projects have come to a head of late with Asbri securing a number of certifications and continuing to run a large number of Code projects on a daily basis (N.B. It became mandatory for developments of five or more units to achieve the same level in September 2009). Recent Design Stage Certified projects include the following:

Asbri secure consent for ambitious rugby club extension
Asbri Planning has today received notice that of Ceredigion County Council’s decision to grant planning consent for extensions to Lampeter Rugby Club’s clubhouse building, which is located in the centre of the town.
The proposal forms part of the club’s ambitious expansion plans to support the playing base, which now comprises a total of 14 teams comprising various age groups, women’s, youth and senior teams. The new clubhouse will enable social facilities to be improved through the construction of a first floor and balcony looking out onto the match-day playing field. Changing facilities will also be improved and extended as a result of the approved scheme.
In order to cater for the increased training demands, a new training facility is also proposed in the nearby village of Cwmann. This application is currently under consideration by Carmarthenshire County Council and a decision is expected within the month.
A substantial Welsh Government grant has been awarded to assist in the delivery of the proposals, and the announcement of the grant of planning consent will go some way to securing this award going forward. Asbri Planning have worked closely with Club Director Chris Doughty, who has made the following comment:-

Sustainable Homes Award
A green development of 101 homes at Mariners Quay, Newport has won an award for the sustainable larger social housing project of the year at the third Sustainable Homes Awards organised by Inside Housing. Asbri Planning secured planning permission for the development in 2009. See link for further information.
Caerphilly Miners District Hospital – Asbri Planning secure planning permission for Caerphilly Miners District Hospital redevelopment
A Caerphilly planning committee members unanimously voted at committee last week (2nd November) to approve the proposed residential development at the Caerphilly Miners District Hospital. Asbri Planning Ltd submitted the application on behalf of United Welsh and Aneurin Bevan Health Board to construct 82 residential dwellings which will include seven four-bed detached houses, nineteen two, three and four- bed semi-detached houses, thirty-three one-two-and three-bed terraced houses and twenty- three two-bed flats. A mixture of tenure is proposed: twenty-two units would be for sale on the open market, twenty would be for purchase under an equity share scheme, and forty would be rented. The proposal will also retain The Beeches building - the original name for the original part of the hospital which will be converted into a multi-purpose community facility. It is proposed to use the premises as a meeting place, a place to provide information to the community, an activity space to encourage fitness and well-being, a recreational space for carers, and somewhere to celebrate Caerphilly's mining heritage. The approved plans show a hall, training, IT and games rooms at ground floor; meeting and committee rooms, a cafe and office at first floor; and consultation and interview rooms at second floor.
Dixton Road, Monmouth – Asbri Planning secure planning permission for 20 residential apartments in the centre of Monmouth
Monmouthshire planning committee resolved to grant planning permission for the 20 residential apartments at the former clinic, Dixton Road, Monmouth on 18th October 2011. The development submitted on behalf of Redcliffe homes was designed by Powell Dobson architects and is to include 3 no. 1 bedroom and 17 no. 2 bedroom apartments, of which 4 are proposed to be for affordable housing.

Asbri secures consent for ambitious university project
Asbri Planning has today been notified of the granting of planning and conservation area consent for the development of a new student services centre for the benefit of Trinity Saint David University students within the Lampeter campus.
The Canterbury building will benefits from a modern design authored by award-winning architects Austin-Smith:Lord which seeks to respect the nearby listed St Davids Building whilst also providing a forward-thinking image for the newly-created University.
The application has been the subject of detailed pre and post-submission dialogue with the planning officers of Ceredigion County Council, which has allowed the application to progress without the need for determination at planning committee, and with minimal planning conditions.

Asbri secures planning permission for 38 flats in Cardiff
The Planning Committee of Cardiff Council has resolved to grant planning permission for a 38 unit development of flats at 158-164 Newport Road in Roath, Cardiff. The development, submitted and managed on behalf of Linc Cymru Housing Association was approved subject to the signing of a legal agreement and came about after a period of successful negotiation between Asbri Planning and the Local Authority. The development includes 24 two-bed units and 14 one-bed units delivered in a design by Willdig Lammie architects that steps down away from Newport Road such that is assimilates with the existing built environment that continues to the rear of the site along Priest Road.

Asbri secures planning permission for major secondary school development in Cardiff
A planning application for a 1450 pupil secondary school to be developed in Llanedeyrn, Cardiff was approved unanimously at Planning Committee on Wednesday 17th August 2011. The new St Teilo’s Church in Wales High School was designed by Austin-Smith:Lord architects and is being project managed by Mott MacDonald on behalf of Cardiff Council. The development will see the existing St Teilo’s High School move from its current site and replace the soon to be closed Llanedeyrn High School.
The planning application was delivered to a standard that earned praise from the Local Authority and was reported to Committee as a “positive use of a site for the community” due to the links that will be forged with existing sports and social clubs once the development is completed. A series of successful public consultation events were also lauded at the Committee Meeting as a “great example of community involvement”.
The high quality design and the sustainable building method drew acclaim from both the Local Authority and supportive members of the public, whilst the way in which the project team led by Asbri Planning consulted with the Planning Department and Council consultees was also deemed to be particularly successful. Asbri Planning’s continuous regular contact with the Planning department meant that any issues that arose during the planning period were swiftly overcome and it is this established rapport with Local Authorities that aids in ensuring that Asbri continue to deliver consents on behalf of clients on a wide range of schemes throughout Wales and beyond.

Planning has todady been notified that an application on behalf of Mr. Geraint Dafis for the conversion of a Grade II* listed building into a basement flat and dwelling above, has been successful.
Consent was requested to make sympathetic alterations to 5 Laura Place - a building considered to have considerable group value by Cadw - such that it can accommodate residential sub-division. The building is a large dwelling house, which the landowner has had considerable difficulty in letting due to its size. The changes will allow the building to offer residential accommodation that more closely marries with the local housing demand, such that it is beneficially utilised rather than remaining vacant.

“Asbri
Planning have secured planning permission for the refurbishment and
extension of Brook Street Pottery, Hay-on-Wye to provide 2 smaller
retail/workshop units and a 2-bedroom flat at the first floor. The
development at the edge of the town centre will allow the owner to live
and work on the same site. Due to the site constraints, the development
did not include any on-site car parking which led to objections from
the Highways Authority. However, Asbri were successful in persuading
the National Park Authority to ignore the Highways objection and grant
planning permission. Architectural support was provided by Designcell
Architects”.

Planning secure resolution to grant for 40 family homes in Rhiwderin,
Newport.
Asbri
Planning today secured a resolution to grant a reserved matters consent
for 40 dwellings in the village of Rhiwderin, near Newport. The
application, which was submitted on behalf of Taylor Wimpey Ltd, was
considered favourably by Newport City Council’s Development
Management Committee despite local opposition. Taylor Wimpey took over
in the site following the grant of outline planning permission for
residential development on appeal in 2010. Asbri Planning assisted in
negotiation with the LPA both prior to the submission of the reserved
matters application and during the life of the application to ensure a
favourable and timely recommendation from officers.

secures planning permission for Charles Church at former Venosa Trading
Estate, Caerphilly
Asbri
have secured planning permission for Charles Church East Wales for 116
dwellings on the Former Venosa Trading Estate, Bedwas Road, Caerphilly.
The application site comprised a derelict industrial estate, part of
the Virginia Park Golf Course and a former municipal refuse tip. The
site presented a number of challenges including site contamination,
access issues and air quality. The development also required the
re-design of the golf course to facilitate the development.

release of planning permission for a purpose built medical centre and
pharmacy
at Bishop Street

Grangetown, Cardiff
.
The centre, developed by MedicX, a leading developer of healthcare
premises in
the UK
,
will replace an existing practice on Corporation Road
with 1,432m2
of accommodation over 2 storeys arranged around a double height waiting
area
and central light well. Asbri’s involvement in
the project from the outset comprised a planning review of five
potential sites
initially identified by MedicX, undertaking a public consultation
exercise,
extensive pre-application discussions with the LPA and the submission
and
negotiation of the application to a decision, and finally, the
discharge of
pre-commencement planning conditions. Work is expected to begin on the
centre
in July.
The medical centre development
necessitates
the demolition of the existing St Patricks Church Hall. In parallel
with
securing permission for the medical centre, on behalf of the
Archdiocese of
Cardiff, Asbri secured permission for a 200 m2
new build Church
Hall in the grounds of St Patricks Church.

CCHA obtain planning permission
for housing
In
securing permission for the demolition and re-building of mid
terrace housing in Metal Street, Splott,
Cardiff for
Cardiff Community Housing Association, Asbri’s expertise in
the Code for Sustainable Homes also secured an exemption from the
requirements
of Technical Advice Note 22 – Planning for Sustainable
Buildings which requires
that all dwellings be building to Code for Sustainable Homes Level 3+.
The
technical constraints of the site made it very difficult to achieve CSH
3+and
Asbri successfully argued with the LPA that an exemption was
appropriate.

The
Planning Committee of Pembrokeshire
County Council has resolved to grant planning permission of a 168 unit
development at Dale
Road, Milford
Haven.
Acting on
behalf of Persimmon Homes West Wales, Asbri has secured consent for the
residential development subject to the signing of a Section 106
Agreement
relating to the provision of affordable housing and a contribution
towards
highways improvements. This consent has been agreed alongside
a tandem
application also submitted by Asbri, to allow for a temporary borrow
pit to be
located to the north of the site so as to facilitate necessary cut and
fill
works.
As
part of the approval, Persimmon Homes
West Wales has agreed to dedicate the land that is to be temporarily
occupied
by the borrow pit to be developed thereafter to accommodate affordable
housing,
thereby reinforcing their intention to help provide local housing for
all.
The
planning applications have been the
subject of intense dialogue and discussions with officers of the local
authority and have been brought forward with the full cooperation of
stakeholders.

Asbri secures delivery of high profile
Renewable Energy Scheme
Asbri
Planning has obtained planning
consent for the National Botanic Garden of Wales (NBGW) to install
Phase 1 of a
planned programme of solar photovoltaic installations at their site in
Llanarthne, Carmarthenshire.
The
application was presented to members
of Carmarthenshire County Council’s planning committee on
Tuesday 10th
May, and members voted unanimously to grant planning consent subject to
planning conditions. Consent was issued within 5
weeks of
submission. The application was prepared and submitted within
an
extremely tight timescale so as to ensure the completion of the
development
accords with the Government’s Feed in Tariff
regime. In order to achieve
this favourable outcome, Asbri planners worked closely with Council
Planning
Officers and members of the development team and are now in the process
of
discharging planning conditions.

for residential development at Rifle Street, Blaenavon for R E Phillips
& Partners. The site is located within the Blaenavon World

was required to assess the impact of the development on the World

Planning has been advising Marc Davies, of Crugmor
Farm, Penparc, in relation to numerous planning issues over the last
two years. The latest permission to be granted by Ceredigion County
Council relates to a new access onto the A487 trunk road. LVW Highways
provided transportation expertise to support the application.

Asbri
Planning helped Doublet Property Services to secure planning permission
for 20 no. apartments at “The Retreat”, Llandaf.
Advice
was given to prepare an alternative scheme, given the original scheme
was not acceptable to Cardiff City Planning Committee. The
amended scheme found favour with the same Committee in April, resulting
in permission being granted. Asbri Planning worked very
closely
with David Preece Architectural Consultancy. Robin Williams

Group secure planning permission for 42 flat ExtraCare development at
Theatre Royal, Barry
Asbri
Planning, together with Pentan Architects and Acstro (Transportation
Consultants), have secured planning permission for an ExtraCare
development to provide 42 flats and associated communal and ancillary
space at the Theatre Royal site in Barry. The scheme involves
the
demolition of the former Theatre Royal building. Asbri
Planning
co-ordinated the development team and prepared the planning application
submission, liaising with the Vale of Glamorgan Planning
Department. Asbri also negotiated the Section 106 Agreement
on
behalf of Hafod Care. This consent represents another scheme
that
Asbri Planning has achieved for the Hendre Group.

Certificate
of Lawful Development issued for Highfield, Llangollen (agricultural
workers condition)
Asbri
Planning has been successful in securing the granting of a Certificate
of Lawful Development for the applicants who had been occupying the
property, at Highfield, Llangollen, unlawfully for over 30 years.
The
dwelling was subject to a restrictive condition for occupiers to be

Planning has secured consent for an extension to farm shop premises and
operations of a local West Wales enterprise. The business is
based on an existing farm holding in the South of the Gower Area of
Outstanding Natural Beauty (AONB), which benefits from an existing shop
premises to sell produce grown organically on the farm.
Consent
provides for a notable, yet sympathetic extension to these premises to
support the planned expansion and intensification of activities whilst
remaining organic in nature. This positive outcome has
followed
significant dialogue and negotiation with the case officer so as to

Matters Approval has been secured by Asbri Planning for a £38
million extension to Bronglais Hospital, on behalf of Hywel Dda Local
Health Board and Laing O’Rourke. The extension will
accommodate
much-needed improved A & E facility, and new surgical and
treatment
wards. The approval follows on from Asbri Planning securing an Outline
Planning Permission for the extension and a Park & Ride Car
Park at
Clarach Road in 2010. The architects for the scheme was BDP (Birmingham
office) whilst Mace were the project managers.
Change of use for former Vulcan

Planning have secured planning permission for Heart of Wales Properties
Ltd for the change of use of the former Vulcan Arms Public House,
Doldowlod, Mid Wales to holiday accommodation. Asbri had to provide
robust details of the marketing undertaken, the viability of the public
house and the tourism benefits of the development to convince the Local
Planning Authority that the loss of the community use was acceptable.
Following successful pre-application consultation with local
Councillors, the application was determined under delegated powers.

Planning secure planning permission for Taylor Wimpey for 67 no.
dwellings at Pencoedtre, Barry. The scheme includes 47 no. general
housing, comprising of 4 no. 5-bed, 34 no. 4-bed and 9 no. 3-bed
properties together with 20 no. affordable housing units. The
development team included Hammonds Architectural and Tirlun Associates.
Asbri have been instructed to formally discharge the conditions imposed
on the permission.

Successful appeal for Asbri Planning
Asbri
Planning has succeeded in
winning an appeal against an unauthorised extension to the rear of a
letting agency at 91 Wyverne Road, Cardiff.
A
previous planning application for a
two-storey rear extension to provide additional office and residential
accommodation was allowed in 2007.However, the subsequent development
which took place did not conform to the original plans.
Despite
the client attempting to
submit revised plans, in two separate planning applications, in order
to regularise the situation and to replace the 2-storey flat roof which
was constructed with pitched roof options, both applications were
refused by the Council.
The
allowed appeal confirmed that the Local Planning Authority acted
unreasonably and, through the efforts of Asbri Planning, common sense
eventually prevailed.

Planning
Permission Secured for Significant Swansea-Based Manufacturing Employer
Asbri Planning has
secured planning consent for Morganite Electrical Carbon Ltd,(http://www.morganamt.com/gb/Home.htm) to
enable the expansion of existing manufacturing operations at their site
in the Swansea Enterprise Park. Consent has been achieved in a timely
manner and without the need for the application to be considered at
Planning Committee.
The
business has seen significant growth and during late 2010 Morgan
AM&T identified the opportunity for the transfer of
‘materials’ manufacturing from India, with the
company
deciding that investment in additional kiln capacity at the Swansea
site was the preferred option. The planning consent now obtained for
this additional kiln capacity and associated stack will not only help
to safeguard the jobs of the circa 300 persons employed at the site,
but will also allow for potential future expansion and thus
significantly benefit the local economy.

Planning have
secured planning permission for Charles Church West Wales for a 50 unit
residential development located within the town of Narberth in
Pembrokeshire. The scheme comprises a mixture of housing types and
styles and will see the introduction of 10 no. affordable units into
the local community. It has been the subject of extensive
pre-application discussion with Council Officers and other key
stakeholders, and management of the application process saw it progress
to determination in a timely fashion. A resolution to grant planning
consent was passed at the Council’s Planning Committee on 5th
October last year and, following the signing of the Section 106
Agreement, the consent was last week issued. The process of discharging
planning conditions is progressing in earnest and construction works
will commence as soon as possible thereafter.

acting on behalf of Grwp Gwalia Housing Association, have secured
planning permission via an appeal to demolish St Marks Church in Waun
Wen in Swansea to redevelop the site to provide 13 self contained
residential flats, seven one bedroom and six two bedroom as well as 14
under croft parking spaces. The appeal against the refusal by the City
& County of Swansea was successfully achieved within a period
of 13
weeks from being lodged, despite the submission of detailed objections
from a number of local residents and businesses.

Planning secure 30 day consent for controversial hostel
Asbri
Planning, acting on behalf of Hafod Housing Association, have secured
planning permission for a three storey, 16 bed homeless hostel, just 30
days after submission. The swift consent was achieved through early
engagement with Bridgend County Borough Council prior to the submission
of the application and close liaison with the case officer during the
application process. Despite the submission of a petition of objection
of 110 signatories the application was reported to Planning Committee
within 27 days of submission where members agreed to support the
officer’s recommendation to grant planning permission for the
scheme.

be a

Asbri successfully promote sites for
850 new homes.
The
long-awaited Inspector’s Report on the outcome of Examination
Procedures on the Rhondda Cynon Taf Local Development Plan has now been
published.
The
Inspector has recommended the inclusion of 700 dwellings at Trane Farm,
Tonyrefail and 150 dwellings at The Meadows, Coed Ely.
Absri
Planning were involved with both sites throughout the Plan process and
co-ordinated supporting evidence which addressed objections by local
residents (The Meadows) and The Countryside Council for Wales
(Trane
Farm).
The
presentation of such evidence at the Examination hearings was
instrumental in convincing the Inspector that the allocation of the
sites was based on sound principles and that any negative impacts of
the developments would be mitigated.

Planning will now be involved
in preparing the submission of planning applications for both sites.

at South Sebastopol, Cwmbran
Asbri
Planning have submitted a refreshed outline planning application for
1200 units on behalf of the South Sebastopol Consortium (that includes
WAG, Barratt Homes and Taylor Wimpey). The application is supported by
an Environmental Statement (prepared by Waterman Group), Development
Brief & Design and Access Statement and Masterplan (Pad
Design),
Strategic Landscaping Plan (Soltys Brewster) and a Management Plan
(Asbri Planning). The site is allocated for development in the Torfaen
Local Plan and draft versions of the Torfaen LDP. The Masterplan for
the site has been produced on the back of 10 months of gathering,
assessment and collation of technical information. Details of the

success for Cardiff planning firm"

Ellis QC, on behalf of Taylor Wimpey, successfully overturned Welsh
Assembly Government's request to "call in" the Reserved Matters
application for 355 dwellings at Stradey Park, Llanelli. As a
consequence, WAG have withdrawn the Article 14 direction issued to
Carmarthenshire County Council.
This is a significant result for the Taylor Wimpey team, as there are
very few examples of where WAG have reversed their decisin to "call in"
an application.

Planning secures planning appeal win for Bellway Homes for a scheme of
60 dwellings on the site of the former Hurran’s Garden
Centre,
Langstone,
Newport
.
Asbri
Planning led a technical team that included drainage, highways and
design specialists in the co-ordination of the appeal submission which
was heard by informal hearing. The team successfully argued away the
reasons for refusal which centred on drainage capacity, highway safety
and design character and density to gain condition planning permission.
In doing so, Asbri Planning convinced the Planning Inspector that a
number of the conditions suggested by the Local Planning Authority were
unnecessary, thereby resulting in a ‘cleaner’
planning
consent.

Team to secure the dismissal of a S78 Appeal for a Biomass scheme at
Kings Dock Swansea.

Planning was a key member of the Coedbach Action Team led by Richard
Kimlin of Counsel and Kevin Thomas of Morgan La Roche in objecting to a
S78 Appeal for a new Biomass Plant at Kings Dock, Swansea. The Public
Inquiry held in July and October 2010 sat for 16 days. Robin Williams
was instructed to provide expert planning evidence on behalf of CAT.

secures planning permission for high profile dwelling in Pembrokeshire

Planning have won an appeal to retain and complete a partially-built
dwelling known as ‘Bettws Newydd’ at The Parrog, Newport
within the
Pembrokeshire
Coast
National
Park
. The Pembrokeshire Coast National Park Authority refused planning
permission for the dwelling as built and issued an Enforcement Notice
requiring the demolition of the dwelling earlier this year. The appeal,
which has received considerable publicity, was considered at a Public
Inquiry in October where Asbri Planning and the team of consultants
argued that the dwelling should be retained and completed. In issuing
his decision (see link below) the Inspector agreed that, despite the
proposal’s conflict with LDP policy, planning permission
should
be granted for the dwelling
